I started it off by explaining I was looking for partners. I went on to explain my project and plans. She thought it was a wonderful idea, would love to help, was excited for me, etc. Said for me to let her know if there was anything specific that she could help me with. I just couldn't bring myself to say "money". We're going to "do lunch" next week to discuss the project further.

Tonya:

How about this:

At some point in the description of your "project and plans", you should have indicated how you intend to fund your business:

For example, " I think this idea has the potential to produce three million in revenue in two years, with the appropriate funding base."

"I can probably fund the initial phase, but to reach the full revenue potential, I think I will need some Angel investment."

"Do you know anything about how Angel investment works?"

"Do you know any Angel investors?"

"Have you ever funded or considered funding any projects as an Angel investor?"

"What are the projects (or types of projects) you have funded or (considered funding)?"

"Is my project the type of project that you think an Angel investor might fund?"

"Would you consider participating in my project as an investor?"

Hopefully, this will give you some ideas about how to move the ball forward with your friend.

Also, notice that I never once used the word "money".
